Funniest part about this, half of the water is frozen, and the other isn't... Just strange.

Half of the water wasn't frozen it was a small patch of ice we have had tons of rain this past week.

You're forgetting the time it takes to actually freeze the water.
Even if it was 0 degrees Celsius (I refuse to use the idiotic Fahrenheit) it would take at least a couple of minutes,
if not hours to freeze the patch of water. Water hardly freezes at 0 degrees Celsius, it just doesn't melt.

Water freezes at −273.15°c along with everything else, probably the quickest it'd freeze at and that takes time.

Well been back less than a day and already making myself look thick, well least I know I'm still the same old me.

It's called the Mpemba effect.
Sometimes hot water can freeze quicker than cold water.
My guess would be because the molecules are further apart from each other, being further apart and thus has the cold weather less to cool at once. Where as cold water is more molecules at the same time and thus it takes slower. That's probably not it but I remember that it's called the Mpemba effect, haha.

Also, that's way colder than 0 degrees :]

more surface area per molecule in boiling water (further spread out due to more thermal energy, so your correct there TRK) which helps it reduce in temperature quicker if I remember my physics correctly.
